New constitutional balanced-budget rule

If ratified, the Constitution would require federal spending and income to be balanced. Congress would have 10 years after ratification to reach that balance. Expenditures would not include debt payments, and receipts would not include new borrowing. The balance could be achieved over more than one year. It would take effect if three-fourths of state legislatures ratify it within seven years. For emergencies, Congress could approve extra spending above the limit with two-thirds votes in both chambers. Emergency overspending would be limited in time, and its debts must be paid as soon as practicable.
