Public Lands Access Restoration Act

To amend the Communications Act of 1934 to restrict, with respect to calls made to telephone numbers assigned to a Federal department or agency, the use of certain automated telephone equipment, and for other purposes.

To amend the Workforce Innovation and Opportunity Act to add the Workforce data quality initiative.

To amend title 51, United States Code, to advance American space operations, and for other purposes.

To require the Secretary of Veterans Affairs to establish a comprehensive standard for timing between referrals and appointments for care from the Department of Veterans Affairs and to submit a report with respect to that standard, and for other purposes.

To amend Public Health Service Act to require community health centers to provide behavioral and mental health and substance use disorder services, and for other purposes.

To amend the Export Control Reform Act of 2018 to provide for a ten-year statute of limitations for export control violations.

To amend the Workforce Innovation and Opportunity Act to provide to States and local areas information on the best practices for addressing the effects that substance use disorder has on the workforce, and to provide local areas with grants to provide training activities related to the treatment and prevention of substance use disorder.

To direct the Secretary of Energy to establish a Western Refined Fuel Storage Reserve as part of the Strategic Petroleum Reserve, and for other purposes.
