Owensboro doctor shortage study and funding

The University of Kentucky develops a feasibility study with local partners in and around Owensboro, using HealthForce Kentucky. The study explores the growing shortage of physicians and other clinicians. It may be provided to the General Assembly by December 21, 2026. Based on the study, the General Assembly considers up to $10 million in the 2027 Regular Session; this resolution does not appropriate the funds.

Plan to add doctors in underserved areas

The University of Kentucky, the University of Louisville, and Eastern Kentucky University coordinate a statewide plan with communities and agencies. The work targets doctor shortages and poor access in medically underserved areas, and keeping doctors in those communities. The plan reviews current efforts and new steps like growing local residency programs, safe international recruiting, tech-based care, and community care models. The universities also analyze laws and rules that block recruiting and training. They submit a county-by-county report with data, barriers, and actionable solutions, due January 1, 2027, naming responsible agencies, needed resources, and timeframes.
