The law gives up to 270 calendar days to set up the Legislature’s Finance Department. During this period, the Department of Finance keeps paying all Legislative Branch payroll, member allowances, vendors, and other bills. Payments cannot be stopped or delayed. Finance and the Legislative Bureau must work together to shift spending to the Legislature Operations Fund. This prevents missed paychecks and late payments while new systems are built.
