Beginning July 1, 2026, the state creates a State Security Operations Center inside ITS. It runs statewide cyber monitoring, alerts, threat detection, and incident response. It supports statewide security policy and carries out ITS’s security duties. State agencies covered by statewide cybersecurity rules receive these centralized services.
Beginning July 1, 2026, the SSOC can share threat information and coordinate with the Mississippi Office of Homeland Security, federal centers, and other partners. Each year, by January 1, the SSOC sends a report to ITS leadership and top state officials. The report covers operations, incidents and responses, challenges, resource needs, and goals.
Beginning July 1, 2026, the SSOC can partner with Mississippi public universities and community colleges to build a Cybersecurity Talent Pipeline Program. The program supports training and job pathways for the statewide cybersecurity workforce. The law does not set funding or program details.
Beginning July 1, 2026, state agencies must follow statewide cybersecurity policies, standards, and controls. They must report suspected incidents to the Enterprise Security Program and the SSOC within ITS deadlines. They must cooperate with monitoring and fixes and carry out actions required by the Chief Information Security Officer. If an agency does not comply, ITS can add oversight, limit access to ITS systems, and charge fees until compliance is restored. The ITS Executive Director may issue rules and standards to run these requirements.
