More teacher seats on Teachers Council

The Teachers and Leaders Council includes four teachers appointed by the Governor from six nominees for each seat. Each list has three nominees from the main teacher group in the large district and three from the main teacher group in the other districts. The Governor also appoints one licensed support professional (counselor, psychologist, speech-language pathologist, audiologist, or social worker who is not an administrator) from a similar six-person list. Nominees reflect the State’s geographic balance. This gives teachers and licensed support staff a clear voice on the council.

New rules for State Board seats

The State Board of Education keeps one member elected from each congressional district and one member appointed by the Governor. Two other Governor appointees must come from nominees put forward by the Senate Majority Leader and the Assembly Speaker. The Governor must also appoint one public school teacher from six nominees split between the main teacher group in the large district and the main teacher group in the other districts, while considering geographic balance. A nonvoting student is appointed from a nominee by the Nevada Association of Student Councils, and that student’s term runs June 1 to May 31. Elected members serve four-year terms (up to three terms). Governor-appointed voting members serve two-year terms and stay until successors are named. Vacancies are filled using the same process, and elected-seat vacancies are filled by a temporary appointee from that district until the next general election.

Training council membership and meeting costs

The law defines who sits on the statewide council that coordinates regional training programs. It includes one non-legislator appointed by the Senate Majority Leader, one non-legislator appointed by the Assembly Speaker, and a public school teacher the Governor appoints from six nominees split between the main teacher groups in the large district and the other districts. Appointing authorities consider geographic and cultural diversity. When a teacher member attends council business, the school district or charter school pays for a substitute teacher or is reimbursed by the organization that nominated the member. This sets both membership rules and who covers meeting-related substitute costs.
