AN ACT relating to education; requiring an emergency operations plan development committee for public and private schools to create a plan for responding to certain medical emergencies relating to the heart; authorizing the board of trustees of a school district, the governing body of a charter school or the governing body of a private school to include certain providers of health care as members of such a committee; requiring the governing body of a charter school to establish a plan for certain personnel to obtain training and certification in the administration of cardiopulmonary resuscitation; establishing requirements for certain training and certification for coaches, managers and athletic trainers; and providing other matters properly relating thereto.

Schools must plan for cardiac emergencies

Starting July 1, 2025, every public, charter, and private school must include a plan to respond right away to heart emergencies, like cardiac arrest, in its emergency plan. School emergency planning committees may include a trained health-care provider to bring cardiac-response expertise. Examples include a physician, physician assistant, nurse, EMT, or paramedic.

CPR training rules for school staff

Starting July 1, 2025, each district and charter must set a plan for CPR training and certification for PE teachers, other high‑risk course staff, and non‑student coaches and athletic staff. Plans must follow Red Cross or American Heart guidelines, list high‑risk classes, estimate time and resources, and be sent to the State Board. When a plan exists, those staff must get and keep current CPR certification. Private high schools must also plan training for non‑student coaches, managers, and athletic trainers, who must stay certified. The state does not require teachers who teach CPR/AED to hold CPR certification unless a local board requires it. Schools may work with local fire, police, or nonprofits to provide the training.

CPR and AED lessons in health class

Starting July 1, 2025, health classes for middle and high school students must teach hands‑only CPR with practice, how to use an AED, and organ and tissue donation. Lessons must follow Red Cross or American Heart guidelines.

No state payback for local costs

Starting July 1, 2025, the state does not reimburse local governments for extra costs from this law under NRS 354.599. Local budgets must cover these costs unless another law applies.
