Bill Overview

Analyzed Economic Effects

5 provisions identified: 1 benefits, 2 costs, 2 mixed.

Admin updates for NSU plate program

The NSU plate is exempt from some special‑plate requirements. The DMV may accept gifts and donations to make and issue NSU plates, and may order matching sample plates. The law updates special‑plate definitions to clearly include the NSU plate. All of these changes take effect July 1, 2025.

Three-year trailer registration pays upfront

You may register a trailer for three years. If you choose this option, you must pay all fees and taxes for the full three years at registration. That upfront total includes any NSU plate issuance and renewal fees and any personalized‑plate fees. This applies starting July 1, 2025.

Dealers cannot process special plate requests

Beginning July 1, 2025, new‑vehicle dealers who issue registrations cannot accept a registration application if you want a special plate. You must apply through the DMV for NSU and other special plates.

New NSU license plate and fees

The DMV issues Nevada State University (NSU) plates for passenger cars and light commercial vehicles. You pay $35 when first issued and $10 at each renewal, plus a $25 issuance and $20 renewal fundraising fee. The Treasurer splits the fundraising money 50/50 each quarter between NSU athletics and the NSU Foundation’s basic‑needs program. You can combine the plate with a personalized plate for the usual extra fees. Full trailers or semitrailers registered under subsection 3 of NRS 482.483 cannot get NSU plates. This starts July 1, 2025.

Rules to transfer or replace NSU plates

If you sell or scrap a vehicle with NSU plates, you must transfer them to another eligible vehicle or return them within 30 days. To transfer, you pay the transfer fee and any extra registration fee or governmental services tax due. NSU plates follow the same transfer, surrender, credit, and refund rules as other special plates. Replacing a lost or damaged NSU number plate costs $10. These rules take effect July 1, 2025.
