New rules to fill city vacancies

Vacancies for Mayor, City Council, or Municipal Judge are filled by council appointment within 60 days, or by a special election. If a special election is chosen, the council must pass the resolution within 60 days, and the election must be held no later than 90 days after that resolution. No special election can be held from the day after a municipal primary until 120 days after the municipal general election. Appointees and candidates must meet the same qualifications as the office. After a special election, the council canvasses the results and the winner starts at the first meeting after the canvass.

New steps to pass city laws

Proposed ordinances must be filed with the City Clerk, and a notice must be published at least 10 days before adoption. The City Council must adopt, reject, or amend the proposal within 60 days after that publication. At a meeting, the title is read and the council votes to adopt, change, or postpone it. In an emergency or for certain listed ordinance types, the council may take final action right away by unanimous vote without publishing the filing notice.

New rules for city land deals

The City may sell, lease, or swap land it owns in Clark County, including land it got from the U.S. government. After the council votes to proceed, it must publish a sale or lease notice at least 30 days before, with when and where to apply and pay deposits. The City may sell unimproved land on installments, but the interest rate must be at least 6% per year on the declining balance. It may transfer land for a very small price to public bodies or nonprofits when the public interest requires. It may also sell or lease for less than appraised value to businesses that qualify for a sales and use tax abatement under NRS 374.357. Net sale proceeds (and revenue from leases of 20 years or more) go to the Land Fund, which can only pay for long‑term assets, capital projects, major water, sewer, and street work, planning, administration, and related legal costs; the City may borrow from the fund if money is available.
