The Attorney General runs a two-year pilot that funds direct help for victims of sexual and labor trafficking. The office can grant money to up to 10 certified nonprofits, paid from the Victims of Human Trafficking and Prevention Revolving Fund. Covered services include shelter, housing, counseling and therapy, medical and dental care, substance use treatment, legal help, job training, GED and education help, case management, transportation, food and clothing, life skills and money management, child care, and other needed services the AG approves. Grantees must be compliant nonprofits with proven experience, keep victim information confidential, carry liability insurance, and serve victims regardless of immigration status. Admin overhead is capped at 15%. The AG sets application and review rules, prioritizing strong track records, trauma‑informed and culturally competent care, collaboration, and service in high‑need areas. Grantees must file quarterly reports on people served, services, spending, and results; the AG can audit, require fixes, or suspend or end grants for noncompliance. By December 1 each year, the AG sends an annual report. The AG also issues rules to run the program.
The law authorizes the Victims of Human Trafficking and Prevention Revolving Fund to pay the nonprofit grants in the pilot. The fund sits in the State Treasury as a continuing fund and can receive penalties from trafficking convictions and other sources, including legislative appropriations.
The act declares an emergency, so it takes effect upon passage and approval. It also sets July 1, 2026, as an effective date in statute.
