Beginning with the 2026–2027 school year, certified school personnel must be paid at least the state minimum salary schedule in salary and/or fringe benefits. The schedule sets floors by years of experience and by credentials: Bachelor’s, Master’s, Doctorate, National Board, and Master’s + National Board. For this rule, fringe benefits do not include required retirement contributions or the flexible benefit allowance, and districts must give written notice before hire or 30 days before any change if retirement benefits would drop pay below the floor. Accredited out-of-state, Department of Defense or State Department schools, and vetted overseas teaching can count for experience; the state funds up to five years of such experience or active military service, though districts may credit more for local pay. Technology center, corrections, juvenile, and rehabilitation teachers receive raises that align with this schedule if hours or duties are not reduced, and the schedule does not cover administrators or other supervisory roles.
The law takes effect on July 1, 2026. It also includes an emergency clause, so it is in force upon passage and approval. If a section names a different start date, like the 2026–2027 school year for the salary schedule, that specific date controls.
