Create and share safety plans for kids

Minors at risk of police or emergency contact during a behavioral or developmental crisis can make a written safety plan with a facilitator. The plan may list the minor’s name and addresses, warning signs, de-escalation steps, and key contacts. It can include parents and health providers, trusted supporters, and what responders should know. The minor and facilitator must sign. The plan expires one year after signing. Sharing needs a signed release that names current partners and limits use to safety and well-being. The minor can revoke the release anytime, except during a crisis. The release stays attached to the plan. Partners may see the plan only to keep the minor safe in a crisis, to review or update it, or at the minor’s request. They must keep it confidential. They may tell parents or guardians, another network in a crisis, or researchers using de-identified data. Schools, health providers, county services, law enforcement, EMS, fire, tribal agencies, and other listed groups may form a safety-plan network. Networks must sign an agreement that sets roles, duties, and training.

State portal to share kids' safety plans

The Department of Health Services must run a statewide portal to share minors’ safety plans. It may build the portal or pay a qualified nonprofit that supports the state’s health data exchange. The portal must let users fill plans online and download them for signatures using the state template. It must offer simple views for police and role-based access for many users. It must allow single sign-on and links to other systems when ready. Data must be stored in certified cloud systems with HIPAA-style audit logs. It must support sharing across networks, show who accessed a plan, and send notices about expirations and other activity. The department must create a standard safety plan template. The state funds this work under a new budget line and adds one full-time position to support the portal. The law takes effect the day after publication, or the second day after the 2025 budget act is published, whichever is later.
