Easier labels for manure compost fertilizers

Manufacturers and distributors of fertilizer made by converting unmanipulated manure into compost or vermicompost can use a typical analysis or other validated methods on labels and invoices. A grade or guaranteed analysis is not required when those methods are used. Mixed fertilizers from these materials are exempt from the 24% total guaranteed nutrient minimum. The department cannot write rules that ban using a typical analysis to back up these allowed claims.

New definitions for compost products

The law defines "beneficial substance," "vermicompost," and "compost-based soil or plant additive." It also defines "typical analysis" as the average of contents. These terms guide labels, permits, and claims for compost and worm-compost products. Makers and sellers can see how products fit the rules.

Simpler permits for compost-based additives

For soil or plant additives, the department can require scientific proof for permits, including replicable controlled experimental studies, researcher names, and full study details. For compost-based additives, the department cannot require controlled experimental field tests. When a compost-based additive’s label or permit claim is backed by a typical analysis, a guaranteed analysis is not required. If the product label shows a typical analysis, a guaranteed analysis does not need to be added.
