Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

No waivers of deductibles or coinsurance

Health care providers cannot reduce, forgive, or offer to forgive the deductible or coinsurance your plan requires. In Wisconsin law, private health insurance is called a “disability insurance policy.” You must pay your plan’s required share, except for the law’s separate undue-hardship exception.

Prompt-pay discounts up to 15%

Providers may offer a prompt‑pay discount up to 15% of the fee when you pay quickly. They must offer it regardless of your insurer or reason for care and post the discount policy on their website. The discount must reflect avoided collection costs and cannot be shifted to other patients or payers. Providers cannot publicly advertise it, include it in payer price deals (unless allowed), or offer it outside normal steps like scheduling/registration, paying cost‑sharing, after a statement is sent, or during financial arrangements. Discounts are optional and must not conflict with federal law or a provider’s contract with your insurer.

Hardship relief for deductibles and coinsurance

If paying the full fee would cause you undue financial hardship, your provider may reduce or forgive your deductible or coinsurance. This applies when you are covered by a “disability insurance policy” (private health insurance in Wisconsin law). Your insurance contract stays the same; this is case-by-case relief.
