County boards can nominate areas as industrial sovereign zones. The Wyoming Energy Authority runs the program. It can shrink a zone but cannot enlarge it without each affected county’s consent. If a county nominates the Opal gas hub and gas there is priced lower than other U.S. areas, the Authority first considers that hub. Facilities in a zone can ask the Authority for help with state licensing and get a faster permit track. The environmental agency must prioritize these permits without weakening health or environmental protections. Nonmineral processing facilities in zones or designated industrial parks are exempt from certain fees and certifications, but must file required information.
Sales and use tax is exempt for machinery used directly and mostly in manufacturing in Wyoming through December 31, 2042. The exemption covers sales, leases, purchases, and leases. Machinery used directly and mostly to make value‑added products inside an industrial sovereign zone is also exempt.
The law gives $180,000 from the general fund to the Wyoming Energy Authority. The money pays staff to run this act from enactment through June 30, 2028. The funds cannot be used for other purposes. Any unused money returns on June 30, 2028. The Legislature does not add this amount to the next standard budget.
The Energy Authority offers a “Gold Standard Wyoming Product” label. You qualify if methane intensity is 0.2% or less. Joining is voluntary. The Authority may charge annual fees up to the cost to run the program. It may suspend or revoke the label if you do not meet the rules.
