In Wyoming, you must have a money transmitter license or be a state‑chartered bank to own, run, or manage a virtual currency kiosk. Existing kiosk operators must comply starting the day the law took effect. If you knowingly run a kiosk without that authorization, it is a felony. You face at least 3 years in prison, at least a $10,000 fine, or both.
The law defines a virtual currency kiosk as a public terminal that lets people exchange virtual currency for money, bank credit, or other virtual currency. It covers devices that connect to a separate exchange or use the operator’s own virtual currency. The banking commissioner must set operating rules for authorized kiosks. Reports to the commissioner are confidential, but can be shared with other regulators, prosecutors, or by court order.
