Study deadlines and reports to lawmakers

The law sets timelines for study reports to lawmakers. The Authority must brief two interim committees: Joint Corporations, Elections and Political Subdivisions, and Joint Minerals, Business and Economic Development. It must report Phase 1 results by November 1, 2027. It must report Phase 2 results by September 1, 2028. The act takes effect immediately once it becomes law, which starts these clocks.

Wyoming orders long-term power grid study

The law requires the Wyoming Energy Authority to run a two-phase power transmission study. Phase 1 tests low, moderate, and high demand, modeling deliverability and congestion from 2026 to 2046. It also weighs advanced transmission tech and energy storage, and delivers a gap analysis of needed upgrades. Phase 2 provides a narrative on Wyoming utilities' participation in regional grid operators and real-time and day-ahead markets. An advisory group helps set methods, reviews drafts, and shapes recommendations throughout both phases. Members include rural co-ops, investor-owned and municipal utilities, the Public Service Commission, and the Office of Consumer Advocate.
