One-time $500,000 for groundwater study

The law provides $500,000 from the general fund to the state engineer’s office to run the groundwater study. The money is available from July 1, 2026 through June 30, 2031. It can only be used for this study and cannot be moved to other uses. Any unspent money reverts on June 30, 2031, and it is not added to the next standard budget.

Regular county groundwater studies and reports

Beginning July 1, 2026, and subject to available funding, the state engineer must study groundwater at least once every 10 years in counties with a designated control area where the engineer has ordered corrective controls. The engineer may also study other counties if needed. Each study reviews the effect of those controls, aquifer recharge versus water use, and impacts of future growth. Work may include maps, computer models, and new monitoring wells. Results are public and must go to the Legislature’s Joint Agriculture, State and Public Lands and Water Resources Interim Committee within 60 days after each study ends. The first study must be finished by June 30, 2030.
