Who qualifies for Wyoming Medicaid in 2027

The law sets who can get Wyoming Medicaid. You must be a U.S. citizen or national, or be lawfully present, and give a valid Social Security number and ID. Children in custody of the Department of Family Services are not held to the SSN/ID rule to decide eligibility. You must live in Wyoming under the state plan; you are not a resident if you plan to return to another state or country. You must also fit at least one category, such as: disability (SSA or department decision); SSI or SSI‑related eligibility; a signed hospice election with a provider saying you are terminal and at least 30 straight days of hospice or medical institution care (or you are not on SSI and die before 30 days); services under an approved Medicaid waiver or other legislature‑authorized expansion; certain tuberculosis cases, including for nonresidents or noncitizens in Wyoming if untreated would threaten residents; groups required by federal Medicaid law; a child in DFS custody (foster care, subsidized adoption, or living at the Wyoming Boys’ or Girls’ School); the 1115 family planning waiver; the employed individuals with disabilities program; or the breast and cervical cancer treatment program. These rules apply to applications submitted or renewed on or after July 1, 2027.

Family planning Medicaid waiver ends 2027

The Department of Health runs the family planning waiver only until December 31, 2027. It cannot renew the waiver after that date. If you get family planning care through this waiver, plan for it to end then. This change is in effect July 1, 2027.

Health department must finish Medicaid rules

The Wyoming Department of Health must finish all rules to carry out this law by October 1, 2026. These rules guide who qualifies and how programs operate.

Legislature must approve any Medicaid expansion

Wyoming cannot expand Medicaid beyond the rules in place on January 1, 2026 unless the Legislature authorizes it. The Governor may allow a temporary expansion only for a public health emergency. Any temporary expansion ends no later than 30 days after the next legislative session adjourns. This limit applies starting July 1, 2027.
