This law takes effect July 1, 2026. It does not change any contract or agreement signed before July 1, 2026. Those earlier deals stay in place under their current terms.
Beginning July 1, 2026, a school district can only charge a youth club not run by the district the direct extra hourly costs for staff, equipment, utilities, and supplies used during that rental. The fee must match only costs that would not have happened without the rental. Districts may also let groups use space for free. If a fee is charged, the district must give a detailed bill within 15 days of your request showing those costs. Districts cannot require the club to be a nonprofit or any specific business type to use school property.

SF 81 — AN ACT relating to K-12 public school finance; implementing the 2025 cost of education study as modified by the legislature; modifying the education resource block grant model; modifying cash reserves; restricting expenditure of funds distributed through the school foundation program account; creating a new grant program for the post secondary education enrollment options program; making conforming amendments; requiring rulemaking; repealing provisions; providing an appropriation; and providing for effective dates.
