The President must make rules so the right Secretary can pay money when a service member’s dependent is hurt or killed by enemy action and that harm was connected to being the member’s dependent. Any payment will be reduced by other amounts the person gets from U.S.-funded programs for the same injury or death, but the payment cannot go below zero. The President’s finding that enemy action caused the harm is final and cannot be reviewed by a court. dependent — means what section 551 of title 37 says. Secretary concerned — means what section 101 of that title says.
