The Secretary of Defense must give a face-to-face mental health check to every service member deployed in a contingency operation. The checks must happen once in the 120 days before deployment, once every 180 days while deployed, and once after redeployment during the period from return up to 21 days after the end of post-deployment leave. If needed, the post-deployment check may be done later, between 90 and 180 days after redeployment, when there are not enough people to do checks earlier or when administrative problems prevent an earlier check. After that, members must get at least one check each year, starting 21 days after post-deployment leave ends, or 180 days after redeployment if the later post-deployment check was used. The Secretary can skip post-deployment checks if doing them would pull a member from forward duty or put people or the mission at risk. No post-deployment check is required after a member is discharged. The checks are meant to find PTSD, suicide risk, and other mental health issues needing more care. They must be done in person by trained staff — such as licensed mental health professionals, unit health personnel, or approved private facilities — in private and in the same way across the services. Records of prior deployments must be reviewed. The Department of Defense must share appropriate confidential assessment information with the Department of Veterans Affairs under a joint protocol that follows existing laws, and members must be told about that sharing before each check. The Secretary of Defense must write rules to run this program and, within 270 days after issuing those rules, tell congressional defense committees how the military departments are implementing them.
