The Secretary of Defense must set up a health care enrollment system for covered beneficiaries who live in the United States. The system must let people sign up for or change plans during an annual open enrollment and when they have a qualifying event chosen by the Secretary. If needed to make full use of local military medical facilities, the Secretary can assign beneficiaries who live in that area to those facilities. Plans in the system can use military medical facilities, TRICARE, other contracts, or any mix of those. Members, former members, or their dependents who are eligible under sections 1074(b) or 1076 must pay a premium. When possible, the premium should be taken from retired, retainer, or similar pay; otherwise it must be paid in the schedule and way the Secretary sets. The Secretary must make rules to run the system after talking with the other administering Secretaries.
