Title 10 › Subtitle Subtitle A— - General Military Law › Part PART I— - ORGANIZATION AND GENERAL MILITARY POWERS › Chapter CHAPTER 2— - DEPARTMENT OF DEFENSE › § 118a
The Secretary of Defense must every four years do a full review of the quality of life for service members, called the quadrennial quality of life review. The review must look at Department of Defense programs, projects, and activities, including morale, welfare, and recreation. It must set priorities and recommend policies so leaders treat quality of life as a primary concern. Each review must check priorities against the most recent National Security Strategy, find actions needed so members can do their missions, and find other ways to improve quality of life. The review must consider 15 areas, such as infrastructure, military construction, installation conditions, budgets, medical care, housing and housing allowances, utility costs, education, deployment length, pay and pay differences with civilians, recruiting and retention, workplace safety, family support, other DoD and government programs, and Gold Star family services. The Secretary must report the assumptions and results to the House and Senate Armed Services Committees in the year after the review, and no later than the date the President submits the next fiscal year budget to Congress.
