The Secretary of each military department must pick who serves on promotion and selection boards. Promotion and special boards must have at least five officers. Other selection boards must have at least three. All board members must be from the same service as the officers being reviewed. At least half the members must be reserve officers, and there must be at least one reserve officer from each reserve component under review. Each member must hold a permanent grade higher than the officers being considered, and no member may be below the rank of major or lieutenant commander. Members should reflect the force’s diversity when practicable. Each competitive category being reviewed should have at least one officer on the board. If no eligible active or reserve officer of that category holds a higher permanent grade, the Secretary may appoint a retired officer of the same category and service who does. An officer may not serve on two consecutive promotion boards for the same category and grade if the second board will re-consider an officer the first board did not recommend.
