The Secretary of the Army, Navy, Air Force, or Marine Corps must set up a selection board when needed to recommend reserve officers for promotion under chapter 1405. The board covers officers in permanent grades from first lieutenant through brigadier general (for the Navy, lieutenant (junior grade) through rear admiral (lower half)). A board like this is called a "promotion board." If the board is picking Army or Air Force officers to fill a position vacancy under section 14315 or to promote to brigadier general or major general, it is a "vacancy promotion board"; other promotion boards are "mandatory promotion boards." No board is needed for first lieutenants (or Navy lieutenant (junior grade)) when the Secretary recommends promoting all those found fully qualified under section 14308(b)(4). The Secretary may also set up a board to recommend officers for selective early removal from the reserve active-status list under section 14704 or for selective early retirement under section 14705.
