Reserve officers in the Army, Navy, Air Force, or Marine Corps who are majors or lieutenant commanders, who have failed a promotion selection twice and who are not on a promotion recommendation list, must be taken off the reserve active‑status list unless they are kept under sections 12646, 12686, 14701, 14701a, or 14702. The removal happens on whichever is later: the first day of the month after the officer completes 20 years of commissioned service, or the first day of the seventh month after the Secretary publicly releases the promotion board’s results for the officer’s second consideration.
