Summary

The Secretary of Defense must create a process to do a final review of requests to upgrade a discharge or dismissal. If someone asks, the Secretary of Defense will recheck the decisions made under sections 1552 and 1553 and may recommend to the military department’s Secretary that the discharge or dismissal be upgraded. "Final review" means a denied upgrade under sections 1552 and 1553 after the petitioner used all remedies there. "Petitioner" means the member or former member who asked, or if dead, their surviving spouse, next of kin, or legal representative.
