Sets up a program to help eligible civilian employees of the Department of Defense and the Department of Energy who lose their jobs get certified or licensed as K–12 teachers or get the credentials to be teachers’ aides, and to help place them in jobs with school districts that get Title I money because they have many low-income children and that also have teacher or aide shortages. To be eligible, the employee must have been laid off because of defense spending cuts or a base closure or realignment during the five-year period that starts October 1, 1992. The Secretary of Defense may also accept applicants who were terminated between October 1, 1990, and October 1, 1992, if they meet the other rules. Teacher candidates must have a bachelor’s or higher degree. Teacher’s aide candidates must have an associate, bachelor’s, higher degree, or a degree from a junior/community college. Applications must be filed after the employee gets a notice of termination, in the time and form the Secretary requires. Priority is given to people with education, military, or work experience in science, math, or engineering who agree to teach those subjects, or in other subject areas the Secretary and the Secretary of Education agree are important. The Secretary can only select people if there is enough money available to cover the program’s costs. Selected employees must sign an agreement to get the needed certification or credentials within the time set by the Secretary and to accept a full-time teacher or aide job for at least two school years with a qualifying school district, starting the school year after they become certified. The program pays a stipend equal to the smaller of $5,000 or certain education-related costs the participant incurs while getting certified. Employees who get separation pay under 5 U.S.C. 5597 cannot get the stipend. Any stipend paid must be counted when determining federal student aid eligibility under Title IV. Other existing placement rules in effect on October 4, 1999 also apply.
