The Secretary of Defense may set education and certification rules for financial management jobs in the Department. The rules can require formal schooling and certifications that meet government or industry standards, and they must be issued as Department regulations. The Secretary can waive a rule when needed. A rule can take effect right away or be delayed for a reasonable time so people can comply. A new formal education requirement does not apply to people already in those jobs when the rule is made. The rules must be made through the Under Secretary of Defense (Comptroller) after consulting the Under Secretary for Personnel and Readiness. Within one year after the rules take effect or are significantly changed, the Secretary and the Director of the Office of Personnel Management must report to Congress on training plans to help staff meet the new standards. A "financial management position" means jobs that do or oversee budgeting, accounting, auditing, cost work, or other financial tasks.
