Make the Department of Defense and each military service make sure that, for every major defense acquisition program, for any program the Secretary of Defense estimates will cost more than the amount in section 4201(a)(2), and for any other program the Secretary picks, 14 key acquisition jobs are filled by qualified service members or full‑time DoD employees. Those jobs include the portfolio and deputy executives; program manager and deputy; senior contracting official; chief developmental tester; and program leads for product support, systems engineering, cost estimating, contracting, finance, production/quality/manufacturing, information technology, and software. The Secretary of Defense must create and carry out a plan to recruit, train, and develop military and civilian people so these roles get filled.
