The Secretary of Defense must write rules that identify which jobs in the Department of Defense count as acquisition positions and which career fields are part of the acquisition workforce. Those rules must at least cover 13 areas, such as program management; systems planning, development, engineering, and testing; procurement and contracting; industrial property; logistics; quality assurance; manufacturing; finance and auditing; training and career development; construction; security cooperation; intellectual property; and other needed areas. The Secretary must also include acquisition jobs in management headquarters and in their support activities, using the meanings given in Department of Defense Directive 5100.73, "Department of Defense Management Headquarters and Headquarters Support Activities," dated November 12, 1996.
