The Department of Defense, through the Under Secretary for Acquisition and Sustainment, must lay out clear career paths for civilians and military members in every acquisition job area. These paths must show the education, training, experience, and kinds of jobs people need to move up to the top acquisition roles. The Department must make that information public. The Department must not require or prefer service members for acquisition jobs unless a written policy allows it. That policy may make a job open only to service members if the policy says the job legally must be filled by a service member, the duties need a service member, or there is another strong reason. By December 15 each year, the Under Secretary must send the Secretary a list of jobs limited to service members and a recommendation on whether each job should stay limited. The Department must also give civilians chances to get the training and experience needed for senior acquisition jobs and must aim to pick the best qualified person for each job. The Department must set rules for assigning military people to acquisition jobs that balance giving career-broadening experience with keeping people in a job long enough for stability and accountability. Military departments should, when needed, make acquisition job tours longer than other jobs. Service acquisition leaders must allow a person in the same acquisition field to review and comment on performance appraisals. When making policies about civilian hiring and careers, leaders must consider merit rules and work to keep a balanced workforce that properly includes women and racial and ethnic minorities.
