Creates an Office of Local Defense Community Cooperation inside the Department of Defense and makes it a DoD Field Activity effective as of the enactment of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Public Law 116–283). The Secretary of Defense picks a Director from civilian federal employees or private people who have experience working across federal agencies and running federal grant programs. The Office helps states, counties, cities, regions, and other communities work with military bases to improve missions, save money, handle land use and encroachment, support military families, and boost readiness and resilience. It also gives adjustment and diversification help under section 2391(b), coordinates with other DoD parts, supports the Economic Adjustment Committee, and does other tasks the Secretary approves. The Director must send a report to the congressional defense committees by June 1 each year about the Office’s activities in the prior year, including the help it provided.
