The Secretary of Defense must make sure each military department gives ongoing human-relations training to all service members. The training covers things like race, equal opportunity, stopping gender-based discrimination, and recognizing hate-group activity. It must happen in basic or initial training and be repeated regularly. Commanders must know they are responsible for preventing discrimination in their units. The Secretary must also make sure anyone about to join as an officer or enlistee is told what the oath means about equal rights and civil liberties, and is told that if they cannot support those protections they should not join.
