When someone gets their first commission as an officer in the Space Force, their prior active commissioned service usually counts toward their starting rank and seniority. This includes earlier Space Force active service or active regular or reserve officer service in other uniformed services, but not service as a commissioned warrant officer. Rules made by the Secretary of Defense apply, and the Secretary of the Air Force can limit how much prior service is counted. The Secretary of the Air Force can also give extra "constructive" credit for advanced education, training, or special experience when it helps Space Force needs. Each qualifying program or experience can be counted, even if they overlap, but no more than 20 people can get this extra credit each year. That credit cannot push someone past the amount needed to qualify for a colonel’s grade. Constructive credit is added when the officer is appointed and is used only to set the officer’s initial grade, rank among peers, and service time for promotion rules. Service Academy graduates get no credit for things done before they graduated. A reserve officer converting to Space Force keeps the same grade and date of rank they had or would have had on the active-duty list. Unless the President says otherwise, existing presidential rules about officer functions apply the same way to the Space Force.
