The Secretary of Defense must set up a program to enroll foreign students at senior military colleges. The program must provide a quality, cost-effective military education and help U.S. military leaders learn from foreign peers. The Secretary will make program rules with the colleges, must annually recommend, based on criteria he sets, which foreign students colleges should consider as early as possible, and may pay some or all instruction costs with DoD funds other than those under section 2107a; otherwise students pay.
