The Secretary of Defense must run joint professional military education in three steps. Phase I is an approved course that includes all required joint education topics plus the normal intermediate‑level school curriculum. Phase II is an approved senior‑level joint course taught in residence at the Joint Forces Staff College or a certified senior service school, or a senior‑level service course that is at least ten months long and approved by the Secretary. The Capstone course is for officers selected for promotion to brigadier general or, for the Navy, rear admiral (lower half). Officers must finish Phase I before starting Phase II. Any distance education used for Phase I or Phase II must allow reserve members to finish fully online and on their own schedule with no in‑person attendance required. Distance education has the meaning given in section 103 of the Higher Education Act of 1965 (20 U.S.C. 1003).
