Each military department secretary must send Congress, along with the President’s yearly budget, one clear budget explanation about unaccompanied housing projects. For the budget year it must list, by military department, the total money requested for Facilities Sustainment, Restoration, and Modernization projects and the total money those projects actually need. It must also show the total money spent on those projects in the fiscal year that began two years before the budget year, listed by installation, type of facility, number of sustainment/repair projects, and number of restoration/modernization projects. Definitions: covered military unaccompanied housing — the housing type described in section 2856; facility and military installation — as defined in section 2801; repair project — as defined in section 2811.
