The Secretary of the Air Force must not make basing decisions while the resource allocation plan or program objective memorandum process is happening. Within 90 days after this law passed and then every quarter, the Secretary must brief the congressional defense committees about: strategic basing actions the panel approved for the steering group that quarter; for any action not already briefed, the selection criteria and how they will be used to pick locations; updates on candidate, preferred, and final locations; and any actions with decision dates before the next briefing. If asked by either House or Senate Armed Services Committee, the Secretary must give the same briefing. The Secretary must also tell the committees within seven days if a change occurs that would alter a briefed decision or the oversight process. Notices about bases outside the United States or its territories may be classified. The terms enterprise definition; program objective memorandum process; resource allocation plan; strategic basing action; strategic basing executive steering group; and strategic basing panel are defined in Department of the Air Force Instruction 10–503 (issued June 12, 2023, as in effect on November 1, 2024).
