The Secretary of Defense must not allow a DoD unit to use DoD people, equipment, or money to offer or compete to provide paid internet, phone, or TV services to users when users are charged to cover costs or to make a profit. DoD can still use its resources to help private companies run or manage those services. The ban can be lifted if the Secretary finds no private vendor is available at certain locations, that users would be better served, or other circumstances make it best for the Government or military users. "Personal information services" means internet, telephone, or television services for consumers.
