The Secretary of Defense can let military commanders help with security and safety at big civilian sporting events like the World Cup, the Goodwill Games, the Olympics, or similar events when a federal, state, or local law enforcement or safety agency asks for help. The Attorney General must say the help is needed for essential security and safety. The Secretary can also allow military help for other event needs only if those needs cannot reasonably be met by non‑Defense sources, the help will not hurt military readiness, and the requester agrees to pay back the Department under applicable law (including section 277). There are five exceptions where this help does not apply: events with funds already approved before September 23, 1996; the Special Olympics; the Paralympics; events sanctioned by the United States Olympic Committee through the Paralympic Military Program; and certain national or international paralympic events that are held in the United States or its territories, run by the International Paralympic Committee and sanctioned by the U.S. Olympic Committee, have more than 100 amateur athletes, and have at least 10% of athletes who are service members or veterans competing because of service injuries or service‑connected disabilities. The Secretary can set conditions to protect U.S. interests. Help is also subject to sections 275 and 276 of the law. Money for events in the fourth or fifth exception can come from the "Support for International Sporting Competitions, Defense" account created by the Omnibus Consolidated Appropriations Act, 1997 (Public Law 104–208; 10 U.S.C. 2564 note), and total spending in any fiscal year for the category in the fifth exception may not exceed $1,000,000.
