Allows service members to keep battlefield souvenirs in some cases, but sets rules to protect operations and respect the dead. The Secretary of Defense must write rules for handling items found or captured where U.S. forces are operating. Enemy material must be turned in to the proper U.S. or allied military people unless the rules say otherwise. A service member may ask at that time to keep an item. A designated officer will review requests and, if allowed, give the item to the requester. Captured weapons have extra limits. Only weapon types agreed to by the Secretary of Defense and the Secretary of the Treasury may be kept. Every weapon must be made unusable before it is turned over. A charge may be required to cover the full cost of making the weapon unusable.
