The head of a military department may, under rules they create, provide stevedoring and terminal services and facilities to ships that their department sponsors and that carry cargo, passengers, or both. Those services must be charged at fair, reasonable rates, and the money collected must be returned to the same fund or appropriation that paid for the services.
