A Department of Defense officer or employee must not order money in the President’s budget (filed under section 1105 of title 31) to be labeled for a specific use if they know or intend that the money will not actually be used for that use. If someone does that, it is treated as a violation of section 1341(a)(1)(A) of title 31 for purposes of chapter 13 of title 31.
