Each year the Secretary of Defense and the Attorney General must brief every State’s law enforcement, including local agencies, about what help the Department of Defense can give to civilian police. The briefing must explain how officers can request DoD information, training, technical support, equipment, and personnel; how to get surplus military items; describe the kinds of help and gear available; and give a current list of military equipment suitable for law enforcement or listed as surplus by the General Services Administration. The Attorney General and the GSA Administrator must set up office(s) to keep that list, provide information about surplus equipment, and offer a nationwide toll‑free phone line for law enforcement.
