Summary

The Secretary in charge may use one-step turn-key procedures to award a contract for three things: building an approved military construction project, doing a repair project with an approved cost of $4,000,000 or less, or building a facility as part of an authorized security assistance activity. One-step turn-key procedures mean picking a contractor by price and other criteria to both design and build a project under a firm fixed-price contract using performance specs given by the Secretary. Security assistance activity covers five kinds of international help, including humanitarian and civic aid, foreign disaster aid, foreign military construction sales, certain foreign assistance programs, and other law-authorized international security assistance.
