It also covers five specific kinds of competitions: buying architectural or engineering services under chapter 11 of Title 40; selecting science and technology proposals from a general solicitation using peer or scientific review; the GSA multiple award schedule program when participation is open to all responsible sources and orders give the best value to the United States; procurements done under section 15 of the Small Business Act (15 U.S.C. 644) if all responsible businesses entitled to submit offers may compete; and competitive selection of research proposals from a general solicitation under section 9 of the Small Business Act (15 U.S.C. 638) with peer or scientific review.
