Makes the "simplified acquisition threshold" the same dollar amount shown in section 134 of title 41, except when a contract will be awarded and done, or a purchase made, outside the United States to support a contingency operation or a humanitarian or peacekeeping operation. In those outside-the-U.S. cases, the threshold is two times the amount in section 134 of title 41. Defines "humanitarian or peacekeeping operation" as a military action that helps deliver humanitarian or foreign disaster aid or supports a U.N. peacekeeping mission under chapter VI or VII of the U.N. Charter. It does not include routine training, rotating forces, or stationing troops.
