The Secretary of Defense must put responsibility for the strategy, guidance, and overall money decisions for Department of Defense security cooperation programs into a single official and office inside the Office of the Secretary of Defense, at the level of Under Secretary of Defense or below. The Director of the Defense Security Cooperation Agency runs and manages all DoD security cooperation programs that give defense equipment, military training, or related services by grant, loan, cash sale, or lease. The Director can assign a military service, combatant command, Defense Agency, DoD Field Activity, or other DoD organization to carry out those programs if that will make them more effective, efficient, and economical. Funds in the Defense Security Cooperation Agency and other DoD accounts for security cooperation may be used for these programs, and the money needed each fiscal year must be listed and justified in the consolidated budget required by section 381.
